The transit system for the City of West Plains operates under regulations provided by the state and federal governments. Congressional Federal Register (CFR) 49 part 27,37,38 obligates us to operate by name and service in a particular way.

The West Plains Transit System (WPTS) operates a demand response, curb to curb service. Under the definition WPTS operates four timed designated routes. We also are required by 49 CFR to provide service to patrons that fall under the Americans with Disabilities Act (ADA). This service for the ADA should be no less than is provided for the regular system.

The WPTS provides four timed designated routes and provides service to ADA qualified persons when they call for WPTS service, thus the term demand response. The WPTS responds to ADA patrons from the route which is closest to the ADA patron's home.

This has been and continues to be the WPTS operating procedure. The only other requirement is that any person that isn't physically about to meet the bus and board on their own, or take care of themselves must have an attendant.

We don't operate as the OATS or SMTS buses. These two systems fall under a complete different section of 49 CFR. The above mentioned buses operate door to door but WPTS is not required to provide that type of service.

The WPTS felt that the city could expand the system to provide better service for the elderly and patrons with special needs. The manager went before the city council, asked for and was granted permission to expand a new Special Service Transit (SST).

This SST is for senior citizens (60 and over) and citizens with special needs. One of the guidelines of this new system is to provide better service. Patrons requiring special pickup to the hospital, bank, drug store, etc. need to call WPTS the day before for scheduling.

In 1999 an increase in bus fares helped to pay for the expanded service requested. Regular fare went to $1.00 - Group fares went to $.75 and $.50 depending on the members in a group. Senior Citizen passes, ten rides to a pass, can be obtained at the Senior Citizen Center (SCC). These passes are paid for by the Division of Aging, State of Missouri.

WPTS has some other rules:

  1. Pay fare as the bus is entered.
  2. No open containers on the bus.
  3. Intoxicated patrons not allowed.
  4. No fighting.
  5. Must be properly attired.
  6. No eating or drinking on the bus.
  7. Pets must be in carrier (except seeing eye dog).
  8. Patrons abide by the requests of the bus driver.
The 49 CFR or any other guideline, rule or regulation such as city ordinance NO. 3557 pertaining to the WPTS, is available at City Hall for review at any time, by anyone.

Rules and regulations are subject to change. The WPTS finds it necesssary from time to time to adjust routes and times due to lack or ridership or the increase of ridership.
