City utility bills may be paid for with cash, check, electronic check, money order, credit card and debit card.
For our customers’ convenience, there is a drop box for after-hours payments located in front of the City Hall entrance by the flagpoles. Please do not leave cash payments in the drop box.

Every year, the Sanitation Department offers a Spring Clean up week. This is a free service available to all residents so that every citizen may place any household items in addition to the normal refuse out for pick up. This event is publicized by website, radio and newspaper, in advance to allow ample time for preparation. There are some restrictions for certain items.
During the hot summer months, the Sanitation Department advises residents to keep refuse containers tightly closed and bags properly sealed to avoid various animals from snacking on the contents and spreading refuse over resident’s yards.
There are several special weeks designated for fall leaves, and residents are encouraged during this time to take their leaves to a compost site at the transfer station for disposal. Residents will be required to take bags or containers that they brought their leaves in, back home with them. Also, our Sanitation Department will pick up bagged leaves for a fee of $5.00 for the first 6 bags and 50 cents for each additional bag. Watch for more information to be announced on the website, over the radio and in the newspaper.
Each year, the Sanitation Department offers a free Christmas tree pick up service. This service is usually provided within the first week of January. A phone call to City Hall or the Sanitation Department is all that is normally required. This service is announced by website, radio and in the newspaper in advance of the specified date.

Solid waste items such as yard waste, tires, roofing and construction waste may be taken to the Transfer Station for a fee.
- Customers may take items for a $12.00 fee for 500 lbs. or less, or $42.00 per ton. There is a minimum charge of $5.00 for limbs-500 pounds or less, and $20.00 a ton.
- Yard waste is defined as leaves, brush,grass clippings, small limbs or general yard debris.
- These items must be bagged or bundled.
- Limbs must be cut in 3 foot lengths and tied in manageable bundles.
- There is a $5.00 charge for pickup of the first 6 bags or bundles, and an additional charge of 50 cents for each additional bag or bundle.
ROOFING & CONSTRUCTION WASTE
- Customers will be required to use roll-off containers. Please contact Sanitation for rate information.
Tires are also accepted at the Transfer Station for the following fees:
- Passenger tires: $2.00 each
- Passenger tires with rims: $3.00 each
depending on size – call for more information.
Compost is available seasonally and residents are encouraged to bring leaves, grass clipping and yard waste to the Transfer Station. You will be required to take your containers and/or bags back home with you. This service is free.
NOTE: All Sanitation charges are billed on your monthly Utility bill.
In 1990, the City of West Plains implemented a curbside recycling program. The idea was to make recycling easy and convenient. This program is an ongoing effort to reduce household trash that is filling up our Missouri landfills, and the City of West Plains operates a recycling center located at 1851 Goodhard Drive. The West Plains Street Department is responsible for maintaining over 100 miles of city streets.
Residents of West Plains are encouraged to take advantage of an extensive parks system that offers a wide variety of facilities and recreational activities. The city has 15 parks encompassing 159 acres, and the Parks & Rec Department offers recreational sporting activities for a variety of ages and fitness levels.

BUSINESS LICENSE INFORMATION
Business licenses are required for anyone selling a product or service inside the City of West Plains. This includes all contractors, lawn care providers, window washers, etc. We have attempted to make the license procedure as simple and inexpensive as possible for businesses. Applications are available here (link). - $30 per year July 1 through June 30
- $15 per year for businesses starting after December 31 (expires June 30)
- $10 per month penalty for license renewals after July 31
Most businesses should be located in a commercial zone. Exceptions are those which qualify as home businesses or on-site businesses such as a contractor. If you think you might qualify as a home business, please fill out the home occupations questionnaire.
Exceptions: State law exempts the following businesses from the city license requirement: Physicians, surgeons, lawyers, architects, professional engineers, land surveyors, certified public accountants, dentists, chiropractors, veterinarians, farmers selling their own produce, ministers, priests and professors.
In addition, the following are exempt unless they maintain an office in the city: Insurance agents, auctioneers, real estate brokers or salesmen. Taxi cabs, liquor businesses and yard sales and are licensed separately.
Building, electrical, plumbing and HVAC technicians must be certified to provide their services within the City. Tests are given to measure familiarity with building codes. Those passing the test will receive certification and may then obtain a business license. For more information or to take the test, contact the Building Official.
Requirements for a business license:
- Copy of your sales tax certificate from the state (if you sell merchandise)
- Worker’s compensation insurance, or notarized Exemption form (for construction companies only)
- License fee
- Health inspection certificate for businesses selling prepared food
- Certification from the Building Official (if required).

It is the mission of the Animal Control Department to assist the citizens of West Plains with courteous, professional and timely response to all animal complaints within the city. We also strive to make our facility one of the best by providing the impounded animals a clean, safe environment to be held in. We also work very hard to reunite lost animals with their owners and seek suitable adopters for the others not placed back with their owners.
The West Plains Animal Control Department received the Missouri Animal Control Association Most Outstanding Shelter Award for 2014.

The West Plains Transit System (WPTS) operates three 16-passenger buses within the city limits of West Plains. The service is available to the public between 7:45 a.m. and 3:45 p.m. Monday through Friday except for city holidays. All service is curb-to-curb. WPTS vehicles are accessible to and usable by individuals with disabilities, including individuals who use wheelchairs. WPTS drivers will assist with operation of the wheelchair lift. Passengers are limited to carrying items they can load and unload themselves.
WPTS operates a regular route with deviations and a demand response service. The regular route is two hours long and includes at least one stop at 32 designated locations. The route is driven four times daily. With a 24 hour advance request, the route bus can deviate up to three-fourths a mile from the designated route if the deviation will not disrupt the posted schedule. Demand response service (curb to curb) is available with a 24 hour advance request for individuals farther than three fourths of a mile away from the regular route or individuals unable to get to a designated stop. Fares may be paid upon boarding the bus. Alternatively, one or ten ride passes streamline boarding and are available at the West Plains Bank, 11 Court Square or City Hall, 1910 Holiday Lane. Southwest Missouri Office on Aging provides a limited number of 10 ride passes for senior citizens. These passes are available at the Senior Center, 416 E. Main.
The City of West Plains receives funding under the Federal Transit Administration, Section 5311 non-urban public transportation program and complies with all state, federal and local regulations.
The West Plains Regional Airport is located approximately 10 miles northwest of West Plains in Pomona, Missouri and the designation is UNO. The airport office is open for business Monday through Friday from 8 a.m. to 5 p.m.
All types of aircraft can land and take off from small single engine piston aircraft to multi engine jets. There is no commuter service available at this time. For information on charter service, call (417) 257-1530.

Greens Fees: Weekdays – $12 for 9 holes, and $16 for 18 holes. Weekends & Holidays – $14 for 9 holes, and $18 for 18 holes.
Cart Rentals: $12 for 9 holes, and $18 for 18 holes. Maximum two people per rental cart.
